[webkit-help] How PolicyChecker works

I am studying the WebCore for loading. I do not understand the purpose of PolicyChecker well, would you please do me a favor? 

That looks like the PolicyChecker is a mechanism to allow the client define it own loading policy and content checking, no more operation by its own.  Looking forward to your kindly support.
