It sounds like you're asking about embedding WebKit inside Silverlight. To answer that question we first have to know what WebKit port(s) you're talking about (e.g., Qt, GTK+, Mac, etc.). (I also have no idea how one embeds something inside Silverlight, so probably can't help you personally.)
