Looking at your recent posts, they would be more appropriate for webkit-dev, since they relate to development of WebKit itself and work on a port that is in the mainline repository.

I don't know the answers to the two more technical questions. But it would be totally ok to submit a minimal browser example for inclusion in the repository.
