[webkit-help] why not auto-forward questions from -dev to -help?

As a significant % of traffic on webkit-dev lately 
should have been on webkit-help, why not 

1)  autoenroll questioners on webkit-help
2)  autoforward their questions there

if one believes that
"positive reinforcement" works usually quite well?

As is, webkit-dev gets at least twice as many posts
as inappropriate questions, no?
