A quick status update to show how we improved since we started this
effort.

Three weeks ago we were at (r194029): Failed 369 jsc tests failed 149
failures 28 new passes 8 flakes 74 missing results 0 api tests failed,
0 crashed, 1 timed out, 15 skipped

After week one of gardening (r194307): Failed 128 failures 14 new
passes 6 flakes 74 missing results 0 api tests failed, 0 crashed, 2
timed out, 15 skipped

After (holiday) week two (r194427): Failed 8 jsc tests failed 129
failures 6 new passes 12 flakes 73 missing results 0 api tests failed,
0 crashed, 2 timed out, 15 skipped

And after week three, we're now at (r194526): Failed 110 failures 7 new
passes 10 flakes 4 missing results 0 api tests failed, 0 crashed, 2
timed out, 15 skipped

Clearly we've made some good progress, though we still have a ways to
go. Big thanks to everyone who's been helping with this!
