[webkit-gtk] JPEG-XR support in WebKItGTK+

If that’s the problem you think, we can support the jxr on only debian for now.
We can postpone the jxr support until the other distros have a proper jxrlib package.
For developer using none debian system, we can optionally provide them jxr jhbuild build module.
