[webkit-gtk] Updated build dependency to GCC > 4.8.0 ?

Hi,

one week has gone since I filed:

As explained in the bug, there are 2 proposed approaches to fix the
problem described in the bug:
 * Add explicit casts whenever calling overloaded functions with 
   different std::function parameters.
 * Upgrade the build dependencies to GCC 4.8.0.

There has been some discussion ongoing in the bug, but no conclusion was
reached.

Initially, I was more in favor of adding the explicit casts but, after:
https://bugs.webkit.org/show_bug.cgi?id=130585#c26

and knowing that EFL is already in the process to ensure that an
eventual upgrade to GCC 4.8.0 won't affect them, I think the cleaner and
simpler solution is just to upgrade the needed GCC version.

We need to reach an agreement on this.
