[webkit-gtk] Problem building on Windows

I'm following the instructions for building GTK's webkit port on windows as
found here:

then here:

http://trac.webkit.org/wiki/BuildingOnWindows

and finally here:

http://webkit.org/building/build.html

I'm trying to build from a cygwin/bash command line using:

./WebKitTools/Scripts/build-webkit --gtk --enable-debug=true --debug
--enable-video=false

since I don't have nor need gstreamer in cygwin. This worked when directly
invoking autoconf.sh but the --enable-video=false flag is ignored when
following the directions and invoking build-webkit --gtk. Are the
instructions at http://trac.webkit.org/wiki/BuildingOnWindows out of date?
