[webkit-efl] EWebKit 1.18 Release

Hello EWebKit team,

I'm happy to announce to release ewebkit-1.18 along with efl-1.18.

Although ewebkit-1.18 is still unstable and has some bugs, the release has
symbolic meaning because EWebKit begins to be released again. EWebKit
members including me will try to release more stable version in next
release.

Lastly new website is opened to maintain EWebKit project.
