[webkit-efl] Enabling CSS Regions

Hi,

I would like to default enable CSS regions and volunteer for maintaining 
the EFL aspects of it, like occasional rebaselining when the feature 
moves forward.

Please let me know if there are any objections, otherwise I would go 
forward and try landing the above patch that enables the feature.
