[webkit-efl] Turning on AC in webkit-efl

Hi,
I think that compile time setting is not usefull, but it sounds good to
have runtime option.

When applications choose sw backends (or they didn't consider it), we
should disable accelerated compositing
and related features so that applications does not need to see the dark
screen in webview area.
