[webkit-efl] Scope of 'ewk_util.h'

Dear WebKit-EFL developers,
 
I am writing this mail to ask about the scope of ‘ewk_util.h’ and
possibility of modification.
 
Currently, there is a function defined without ‘EAPI’ declaration.
It seems that a function was created for local purpose.
>From this point of view, I think this function should be moved to
‘ewk_private.h’.
Otherwise, ‘EAPI’ should be added in front of return type.
 
Please let me know your opinion.
