in <a class="moz-txt-link-freetext" href="http://webkit.org/b/74802">http://webkit.org/b/74802</a> Adam asked me to conditionalize the XHR
timeout support since not all network backends have support for
setTimeoutInterval. In such a case, default enabling the timeout and
ontimeout properties on XHR would confuse feature detection.<br>

I consider this a temporary feature until the remaining ports have
enabled this in their network backends (volunteers very welcome):<br>

It's currently working on Apple Mac, EFL, GTK. <br>

Please let me know if there are any objections to pushing such a
feature. I plan to track the backend support and I remove the
feature once it's universally available.<br>
