Apple can’t remove WebKit1 from iOS or macOS while keeping old apps working, so we won’t be able to remove it any time soon as long as Apple is shipping new versions of WebKit. To cite one example, many older iOS apps use it for their advertising and I don’t think they would be OK if Apple made their ad revenue go to zero.

We could look for some creative way to make it easier to keep it working, perhaps.
