[webkit-dev] Bugzilla component for CMake

Hi,

I think it would be useful to have a Bugzilla component for CMake build 
system changes.

We have a lot of such bugs, and normally use the Tools/Tests component 
for them currently, which is not a great fit (and causes Lucas to be 
CCed unnecessarily on a bunch of bugs ;)
