"Upstreaming was carefully reviewed" is a big if. I don't necessarily trust
Blink code review process for the needs of WebKit changes. We certainly
shouldn't be rubber-stamping changes to remove tests in WebKit just because
it had been code reviewed in Blink or WPT.
