[webkit-dev] Remove CSS_IMAGE_ORIENTATION Feature Guard

Hi Gyuyoung,

Since you completed work on Bug 92330, I think we now do wish to keep the ENABLE_CSS_IMAGE_ORIENTATION Flag.

Can you please confirm?
