[webkit-dev] Proposal: Remove ENABLE(CSS_STICKY_POSITION) guards

Hi Everyone,

I’d like to propose removing ENABLE(CSS_STICKY_POSITION) guards, because 
all ports already enabled it by default.

I prepared a patch which removes the ENABLE(CSS_STICKY_POSITION) guards

Any objection against the removal?
