[webkit-dev] Remove the WinCE bot?

The wincairo bot was useful as recently as a few days ago.  I might even want to add a 64-bit wincairo bot sometime. I caused some configuration issues by enabling video, but it will be fixed soon.  I'm not sure about the WinCE bot, though.
