This is not a great place, because it's entirely useless noise for most subscribers of this list. <http://trac.webkit.org/wiki/CommitterTips> says that webkit-committers list is the right place, but I don't think that you can send e-mail to it unless you are already a committer.

So, I'm not sure what the canonical best place is. Asking on IRC worked for some people in the past.
