[webkit-dev] Proposal for coding guidelines: Do not use fall-through switch cases inside #ifdef's

Just a guess but shouldn't the #if line be:

#if defined(ENABLE_CSS3_TEXT_DECORATION) &&
defined(ENABLE_CSS3_TEXT_DECORATION)
