If WTF is to be a static library, there's no need to change anything in the .def file on Windows.
.def files apply only to DLLs.
FWIW, WTF is already a static library in Apple's Windows port, just self-contained inside the JavaScriptCore project. See: http://trac.webkit.org/browser/trunk/Source/JavaScriptCore/JavaScriptCore.vcproj/WTF/WTF.vcproj
