I thought it was generally good practice to have bug.webkit.org bugs
with changes?

webkit-patch upload certainly attempts to make that easy.  If there
are other tools we can build to make it easier to always commit with a
bug URL in ChangeLogs I'm happy to build them.  Thoughts?
