I guess just in terms of webkit-dev and thinking about architecutral issues
as they relate to "Things you may want to do with a browser" in this case
I would think you would do this kind of thing in conjunction with a proxy.
I think squid will do the kind of things you want. 

On cell phones anyway, or at least Blackberry, pointing a browser
at a proxy was a big deal because of a bunch of issues connecting to
different hosts. So, to the extent this relates to development, I would
consider it with this issue.
