GNOME's bugilla has several different 'states' for patches. See for
instance:

	http://bugzilla.gnome.org/show_bug.cgi?id=577386

Notice that the list of patches has a combo box with various options,
such as 'obsolete', 'needs-work', 'accepted-commit-now',
'accepted-commit-after-freeze', etc.

Perhaps a similar structure could be used?
