Yes, Safari has to be installed if you want to run Safari. As  
described on <http://webkit.org/building/run.html>. The answer to your  
question is right there in the subject of your email message!

Safari is an application that uses WebKit. WebKit is a library or  
framework that works with other applications as well.

You can create another application to use with WebKit if you like. The  
instructions on the site are about how to run Safari with WebKit. For  
ports other than the Mac OS X and Windows ports, Safari isn't involved.
