In OS X, the term "master bug" is often used. Another possibility  
would be "tracking bug". I think TrackingBug or MasterBug would be  
ok, but are probably unnecessary for reasons stated. A "MASTER:"  
prefix in the title might be sufficient. We are trying to be careful  
and not overdo the keywords, so we keep a small useful set.
