Instead of using KeyedEncoder.

* Modules/indexeddb/server/IDBSerialization.cpp:
(WebCore::isLegacySerializedIDBKeyData): Helper function to check whether the given data were encoded with
KeyedEncoder or not.
(WebCore::serializedTypeForKeyType): Remove #ifdefs for CF and always use the new encoder.
(WebCore::encodeKey): Ditto.
(WebCore::serializeIDBKeyData): Ditto.
(WebCore::decodeKey): Ditto.
(WebCore::deserializeIDBKeyData): Ditto.</pre>
