Support the instanced drawing WebGL extension, ANGLE_instanced_arrays for linux platform.
This is a following patch for <a href="http://trac.webkit.org/projects/webkit/changeset/162565">r162565</a>. Relevant opengl APIs are exposed
for WebGLRenderingContext to access them.
