  Site isolation should correctly reuse processes for the same site for initial loads of pages in the same BrowsingContextGroup

Reviewed by Timothy Hatcher.

If a WKWebViewConfiguration is reused, we were hitting asserts when using the initial process.
This fixes those assertions.
