  Directly call GetTimeZoneInformationForYear on Windows

Reviewed by Yusuke Suzuki.

Use GetTimeZoneInformationForYear directly instead of querying `kernel32.dll`
for a pointer to it. The function is available on all versions of Windows that
WebKit runs on.

Found becaUSE Clang 19.1.0 did not like the `reinterpret_cast` and generated
a warning.

* Source/WTF/wtf/DateMath.cpp:
(WTF::calculateUTCOffset):
(WTF::timeZoneInformationForYearFunction): Deleted.
