    [WPE][WebGL] Enable WebGL support on WPE-Android

    Enable WebGL support on WPE-Android by adding Android support to ANGLE CMake
    files. Also exclude specific EGL attributes from PlatformDisplayANGLE when
    targeting WPE-Android for compatibility.
