  [JHBuild] Add libspiel to minimal moduleset

Reviewed by Adrian Perez de Castro.

Speech synthesis is now always on and it requires libspiel as a backend.
Libspiel is not packaged by any distro. Since the feature is now mandatory,
it's necessary to add libspiel to the jhbuild minimal moduleset.
