  [ Site-Isolation ] Run site-isolation tests singly (274973)

Reviewed by Alex Christensen and Jonathan Bedard.

This change will enable the site-isolation queue to run tests singly. Tests will still shard. However, running singly should dramatcially cut down on process leak, giving us better test results and more test enablement.
