  [ews] Win-Tests-EWS should have 'triggered_by' property to restart Win-Build-EWS for retry

Reviewed by Aakash Jain.

When the layout tests was exiting early on the main branch,
Win-Tests-EWS retried the same build artifact and keeped retrying
inifinitely. Win-Tests-EWS should have 'triggered_by' property to
restart Win-Build-EWS for retry.
