[WebKitTestRunner] Succeeds to load "file://C:/...", but fails to load "file:///C:/..." on Windows

Windows WebKitTestRunner didn't accept some styles of URL and file
path as an command line argument.
Does Not Accept:
"file:///C:/temp/a.html"
"C:/temp/a.html"
Accepts:
"file://C:/temp/a.html"
"C:\temp\a.html"
This was annoying. I have to remove slash when I copy a URL.
There is a function `testPath` to properly retrieve a file path from a
URL. Use the function for arguments. Use PathIsRelativeA API too.
