  TestRunner::queueLoad should resolve against main frame URL in UI process

With site isolation enabled, the main frame might not be in the same process as the caller of TestRunner::queueLoad.
This is the first of at least 2 issues found by http/tests/navigation/sec-fetch-site-header-on-redirection.html
