  [WPE] Test gardening for 'fonts/ligature.html'

Unreviewed test gardening.

Previously (per bug 215355) this test passed in GTK, and only worked in
WPE for --complex-text; note that in 259842 at main, we switched WPE to
always use complex text code path, and since that patch landed this test
has been expected to fail, but passing, for that reason.

* LayoutTests/platform/wpe/TestExpectations: Test now passing, as WPE
always uses complex text code path since 259842 at main.
