  [ews] Improve github status-bubble hover-over text when build is skipped because of skip-ews label

Reviewed by Jonathan Bedard and Ryan Haddad.

Currently hover-over text for status-bubbles which were skipped because of skip-ews label
incorrectly say: "The change is no longer eligible for processing". Fixing that.
