  [ iOS, macOS ] 2x imported/w3c/web-platform-tests/html/cross-origin-opener-policy/tentative/restrict-properties/iframe-popup-to-soap.https.html tests are a flaky crash.

Unreviewed, mark a few COOP tests as flaky on debug only. These tests are slow and sometimes
hit the WPT timeout threshold (30s) in debug.
