  [WPE][Tools] cross-toolchain-helper: update base Yocto version to Mickledore 4.2

Reviewed by Philippe Normand.

Update the base Yocto version used on cross-toolchain-helper to 4.2
(Mickledore). This fixes an issue on Fedora:38 with the Yocto's
uninative base toolchain and also updates all the recipes.

The downstream patches are not longer needed because all those changes
are already merged upstream.
