  [IFC][Line clamp] "-webkit-line-clamp" and "text-overflow: ellipsis" both truncate overflow content in inline direction

Move "we need to truncate trailing content" logic out of LineBuilder to InlineFormattingContext and
consult with both "text-overflow" and "-webkit-line-clamp".
