Hi devs, any opinions on moving CODEOWNERS from its current location, .github/CODEOWNERS, up one level to the root directory? This will make it easier to see and hopefully encourage more use and updates. The more accurate and comprehensive this file, the easier it will be to get our pull requests reviewed, so it's good for everyone to make it more visible IMO, rather than keep it in a hidden directory.
