Indeed, this is explicitly a use case we want to allow.  It's reasonable to want to play many mouse-lock-requiring games (Quake, Starcraft, etc.) in non-fullscreen mode, e.g. so one can still keep some other critical display open elsewhere on the screen.

True, although there are still questions about how the user experience will work for non-fullscreen.  I think we only feel confident that we have a decent fullscreen solution at this point, and the plan was to restrict the initial implementation to fullscreen mode for that reason.
