My suggested change is to add a warning sentence to the https://webkit.org/contributing-code/#choose-a-bug-report section: "You can also create a new report. Be sure to search the database before creating new reports to avoid duplication, and select the most accurate component possible to maximize the chance that your contribution will be noticed by the right maintainers and reviewed."
